There weren't any guards on that end of the bridge. There were three moving a large group of civians into the far tower, and voices could be heard near the closest tower. Midway there was a large iron gate.
A guard on the other side locked it before going back to the civilians. To pass, Fendrel would need a pair of keys.

This was going to be tricky. There was no way a direct approach would turn out well, especially with all of the guards securely behind the gate; the young man wasn't eager to join those civilians, considering they were likely being sent to the mines. Fen needed to be discrete, they meant that the horse had to go. Dismounting his horse, he begins to detach his belongings.
"Go on girl... Go." He gently leads the horse in the opposite direction.

From his position, Fendrel could see a guard leaning out the mid-level section of the guard tower. He was looking down towards the middle of the bridge; away from Fendrel. Clearly he wasn't too interested in his job.

(Sorry for the wait guys)
This was his opportunity. The guard seemed to be on his own, and better yet he seemed to distance himself from his duties. There was nothing easier than getting the drop on a guard who hated his job. Just in case he was being watched, Fendrel took his time to walk away slowly, in the direction he sent his horse, until he was good and out of eyesight.
Taking a moment to prepare himself, Fendrel dawns his weapons, armor, green cloak and mask. It was time for the Watchman to go to work. Approaching the tower once again from the cover of the bushes and trees, the young vigilante drew his trusty bow, and a specialized arrow. Launching his arrow at the tower, it wedges into a gap in the bricks, a rope hanging down for the watchman to climb up the side of the structure.

The guard did not notice the arrow, or the climbing vigilanti. His helmet must make it hard to hear and see anything.
He leaned back in a little, worried that he would fall asleep and fall out the window.

Climbing through the rear window, Fendrel took extra care to make sure that he didn't make a sound. Slowly approaching the dozed off guard, the Watchman quickly grabs him from behind, covering his mouth so he couldn't call for help.
"Keys, or I'll throw you out the window." He grumbles lowly.

His eyes widened and he stiffened up for a moment. Shortly after; he started trying to throw elbows back towards Fendrel and calling out for help. He didn't cooperate very much.

As much as the guard would try, his elbows would wish through the air harmlessly as the Watchman would adjust his body to the wild flailing. He was hoping for this guard to be cowardly and just give up his keys, but this clearly wasn't the case. With one hard strike to his head, the vigilante knocked the guard unconscious, hanging onto his body so it wouldn't fall and make a ruckus. Slowly lowering the guard's unconscious body to the floor, he swipes the keys from his belt, jingling them in victory.
"You see, that wasn't to hard, was it?" He grins behind his mask.
Looking around the tower, he looked for some sort of door. The guard had to get up here somehow.

As Fendrel went to grab the keys off the now unconscious guard, things start to make more sense. He had no keys to begin with; he must have left them somewhere or lost them.
He could hear the rustling of papers & scrolls on the floor above him, probably another guard.

Cursing silently to himself, Femdrel knew that he couldn't stay in one place too long, that would be asking to get caught. Hearing the rustling above him, he looks for a ladder or a trap door on the roof.

There was in fact a ladder that led to the roof of the guard tower. Atop the tower was a trap door that led to the top floor.

The Watchman rushed over to the ladder, careful of any creaky floorboards he might accidentally step on. Making his way up the ladder, he creaks open the trap door ever so slightly to get a look at the floor above.

Inside is a single guard at a desk, noisily writing scrolls. To the other end of the room is a female, cages off and locked up.
